The City Museum of Úpice was established in 1895, and it has been located in the old Town Hall since 1933.

The Museum's inception is connected with the parents of the Čapek brothers, Antonín Čapek, physician, and his wife Božena, enthusiastic collector of folk songs, tunes, fairytales and stories from the Úpice Region. At the beginning of the 1960s, an exposition of the labour and the communist movement was installed in the Museum and a number of collections have unfortunately been destroyed.

The renovation of the Museum and the saving of the remaining parts of once voluminous museum collections started after November 1989. The old Town Hall underwent general reconstruction and the Museum was reopened in 1993, on the occasion of the 100-year anniversary of the birth of the painter of flowers and the Krkonoše landscape, Julie Winterová-Mezerová.
